Judiciary and executive tangle makes Arunachal a safe haven for criminals

ITANAGAR, Nov 17: In recent year, Arunachal has emerged as the safe haven for criminals. It has become very easy for criminals to get away after committing heinous crimes like murder, rape, robbery.  Most of the time state police are blamed for the slip off. However, the closer look shows that the ineffective legal justice system is the root cause for helping hard core criminals to get away.

The fear for law does not exist in Arunachal and today most of the criminals are roaming freely in the streets.  This is happening because none of the criminals are being convicted for their crime. The rate of conviction is almost non-existent.  As per the record available with state government, no criminal has ever been awarded death or life sentence for murder or rape in Arunachal by any magistrate. Adding to this, till October 2011, total of 14821 trial cases are pending in various district courts. Of them 2239 cases are pending in session court, 8541 in 1st Class Judicial Magistrate, 3130 in 2nd Class Judicial Magistrate and 911 in other court. Capital complex alone has 2784 cases pending cases followed by East Siang-1646, Tirap-1444, Changlang-1359, East Kameng-1278 and so on. Dibang Valley and Anjaw districts occupy bottom space with 55 and 57 pending cases respectively. The pending cases include many high profile crimes like murder of two girls at Akashdeep, advocate attack case at Naharlagun and others.

While talking to this reporter one police official from Itanagar police station told how tough it is for them to work. “Politicians always influence the outcome of all the criminal cases. The public should know that duty of police is to arrest criminals and after that it is duty of judiciary to punish them for their criminal acts. However judiciary is not separated from executive in our state and therefore, criminals easily get bail,”, he said.

Further he added, “The murderer, rapists, robbers whom we kept behind bar in the past are today going around in Itanagar in costly cars. They have become so powerful with support of politicians that now we have to address them as ‘sir’. The complete failure of judiciary has led to failure of legal justice system in the state. Along with citizen of state we too feel so angry and helpless.”

Some of the reason attributed for the failure of legal justice in the state is that judiciary is being run by officers with non-legal background like APPSCS officers, absence of state law commission, lack of independent forensic laboratory and non-separation of judiciary from executive. Majority of the APPCS officers who also act as judicial magistrate too want immediate separation of judiciary from executive.

“We get no promotion and financial incentives for being judicial magistrate. In fact it is an extra headache for us.  Very often politicians force us to give bail to the criminals. Though our conscience does not allow but still we have to listen to them. If we not abide, their supporters threaten us or else we will be transferred,” told one APPCS officer.

The lack of independent forensic laboratory is another major factor which harms the trial of criminal cases. Even for testing fingerprint or blood sample, the police have to send them to laboratories at Guwahati, Chandigarh and Hyderabad. There is an urgent need to set up Arunachal’s own independent forensic lab with all the modern equipment’s and facilities.

 With Nabam Tuki led ministry being expanded by swearing in of 11 ministers, it will be interesting to see who gets home ministry.  Besides tackling law and order problem, the new home minister need to have urgent review of how to improve legal justice system and also find ways to make state police effective so that faith of citizen in rule of law is restored. Road ahead for new home minister will not be smooth for sure.

 

BJP concerned at proposed ‘Supra State Body’

ITANAGAR, Nov 17: Bharatiya Janata Party (BJP) today raised serious concern over the Centre’s proposed ‘Supra State Body’ which, if granted, would disturb the territorial integrity of Arunachal Pradesh and two other Naga inhabited states.

“If ‘Supra State Body” is granted to Nagas then the state governments of Arunachal Pradesh, Manipur and Assam would lose all administrative powers and other affairs in all Naga inhabited areas barring the responsibility of maintaining law and order situation,” National BJP General Secretary and former MP Tapir Gao said in a Press Conference here today. He feared that it might have a serious impact on ethnic and territorial integrity of Arunachal Pradesh.

“Though there is no official announcement on the creation of a ‘Supra State Body’ for the Nagas, it has to be looked into thoroughly since it has come out in the media, Gao said .

The BJP National General Secretary sought clarification from Chief Minister Nabam Tuki on the issue and also to have a discussion with the Central Government on it, he added.

The issue of ‘Supra State Body’ has surfaced after the recent visit of the Union Home Minister P Chidambaram to Manipur recently.

Gao, meanwhile, claimed that there was an encroachment by Chinese Army and cross-firing along McMohan line at Kibitho under Anjaw district in the first week of November.

“According to the local people, Gao said, Chinese Arny had even crossed the Lohit river during November 7-10 thus jeopardizing the territorial integrity of the State. Several Indian Army were injured during the hour-long cross-firing, he claimed.

While expressing serious concern over Chinese encroachment of Indian land and infrastructure build up at the encroached land, the BJP General Secretary demanded the Centre to take up the issue with Chinese Government.

“India would be a loser, if both India and China sit together at UNO to discuss the encroachment issue at this moment since the former did not take up the matter on right time,” Gao said. On being asked on Stapled visa issue, Gao said that the people of Arunachal Pradesh have been suffering because of Centre’s earlier wrong decision.

“India made a mistake earlier by recognizing Tibetan Autonomous Region (TAR) while China claims that Arunachal Pradesh is within TAR,” Gao said. And “that is why China issues stapled visas to the people of Arunachal Pradesh”. The issue was raised several times in the Parliament during his tenure as MP but the Centre has not taken any concrete step to resolve the vexed issue till date, he lamented.

 

Finally a recognition for Late Lummer Dai

ITANAGAR, Nov 17: Though late, finally, recognition came in for late Lummer Dai, the doyen of journalism in the state, renowned novelist and former IPR Director, posthumously from his own State, fulfilling the long-felt dream of his scores of admirers.

Chief Minister Nabam Tuki, who was speaking at a Banquet Hall function organized to mark the National Press Day yesterday amidst a huge round of applause, announced the road from Naharlagun State Hospital which runs through Prem Nagar area, where late Dai had resided after retirement from govt service, would be named after him.

A one-point memorandum was submitted to Tuki by the APLS president and Sahitya Academy Awardee Y D Thongchi and general secretary Tokong Pertin during the press day celebration.

In support of its plea, APLS said the first recognized author and litterateur from Arunachal, late Lummer Dai is a literary icon who has left behind an important legacy in the field of literature and journalism in the State. His contributions in the field of literature and journalism are immense but unfortunately, due recognition was yet to be accorded to him by both the people of the State and the govt. Recipient of prestigious Sitanath Brahma Choudhury Award from Asom Sahitya Sabha for his novel ‘Koinar Mulya’, late Dai has already been honoured by the neighbouring State in recognition of his outstanding contributions in enriching Assamese literature. Assam has already instituted a bi-annual Literary Award and opened Research Center after him.

Late Dai’s wife Nani Dai, who is the Editor of Echo of Arunachal has expressed her gratitude to Nabum Tuki for the gesture.  Even though the State recognition came in a bit late, Dai said that it was an acknowledgment of her late husband’s relentless services to Arunachal and its people.

Dai further said that Tuki’s gesture would definitely encourage the journalists in the state and those in literary circle to do something good for the State.

 

AAPSU seeks govt, Army clarification

ITANAGAR, Nov 17: All Arunachal Pradesh Students Union (AAPSU) expressed its worry over report that exchange of fire took place between Indian and Chinese soldiers at Kibithu in Anjaw district, along the border. Indian army, state govt and union govt should clarify whether this report is true or not, it said while adding that their clarification will go a long way in making the citizens feel secure.

AAPSU, while welcoming the formation of new ministry urged them to work hard for the benefit of society.

In a release AAPSU, President, Takam Tatung stated that infighting within ruling Congress in last six months caused heavy loss to the people of state. The new ministers have to put in extra workload to compensate for all the time lost in last six month.

AAPSU also wanted to know the progress of investigation into shooting incident at Roing and IG Park. Months have passed but government is yet to come out with any report regarding the two cases.  Especially in Roing firing incident most of the victims were students and AAPSU will be forced to take extreme step if victims are not given justice at the earliest, it said.  

 AAPSU further hope that education and home department will be given to the most responsible leaders. We need bright and dynamic leader to take care of these two important departments, it said.

 

ARMY kills three ULFA cadres

ITANAGAR, Nov 17: Three hardcore ULFA cadres were killed today  in Namsai Sub Division. On input received  about presence of armed cadres in Ningru Basti of Namsai Sub Division, Army alongwith Arunachal and Assam police launched a cordon and search operation at midnight. The three terrorists killed in action were identified as SS Sgt Kapil Bora alias Amjad Chetia, SS L/Cpl Romen Gogoi and SS Pte Bidhyut Gohain.

AK rifles, pistol, grenade launcher with grenade, bottle grenades, huge amount of ammunition, blank extortion notes of ULFA and Indian and Myanmar currency notes were recovered from the house.   

SS Sgt Kapil Bora alias Amjad Chetia who has been a deserter from the cease fire group and rejoined the anti talk faction of ULFA was wanted for many local atrocities by Kakopathar police.

On 17 Nov at 0500h civilian members present in the suspect house comprising an old couple, four ladies and two infants were evacuated with the help of  gaon burah. After the civilians were moved to a safe distance the terrorists were told to come out and surrender. On repeated announcement when the terrorists did not come out, troops started moving towards the house. Realising that they are cornered the terrorists broke open the back panel of the bamboo hut and opened heavy and indiscriminate fire on own troops while trying to escape. In the ensuing fire fight our troops killed three hardcore terrorists of ULFA and recovered huge quantity of arms and war like stores.

There was no collateral damage caused in the ensuing fire fight.

 

Broad Gauge rail link with Pasighat on anvil

RUKSIN, Nov 17: The Northeast Frontier Railway (NFR) authority has decided to construct Broad Gauge (BG) line on Rangia-Murkongselek route linking historical town Pasighat in East Siang.

The railway, which came up in 1962, during the Chinese aggression for transportation and mobilisation of security forces in Arunachal Pradesh, has not been spruced up even after more than four decades. Inordinate delay of gauge conversion works of the rail route evoked massive public concern from the people of Siang belt and North-Assam districts.

Non construction of a BG rail line on this route was a long-pending problem, resulting in untold misery for the people in communicating between places like Pasighat, Roing, Yingkiong, Aalo and Likabali.

Disruption of rail communication on this route during the rainy season is a regular phenomenon, as railway in Dhemaji portion is breached every year during the rainy seasons. Breaching of the railway directly affect the National Highway-52, passing parallel to the railway at its downstream.

But in a recent development, the Northeast Frontier Railway (NFR) authority has decided to start the gauge conversion work since September this year.

The rail services plying on Rangia-Murkongselek route have already been suspended for indefinite period for the construction.

Sources said that final survey and stacking of bench mark is going on while acquisition of land would be processed after finalization of railway alignment. The BG railway is said to be extended up to Pasighat, located 35 kms from Murkongselek station and the location survey is being carried out.  

It is pertinent to mentioned that the Rangia- Murkogselek BG conversion project was one of the two major rail projects in Assam announced by Prime Minister Manmohan Singh during 2010. The estimated cost of the project is Rs 915.70 crore. Another rail-cum-road bridge is Bogibeel. Both the projects are scheduled to be completed by 2014.

 

Airport gets a bus

GUWAHATI, Nov 17: Chief Minister Nabam Tuki, on way to New Delhi, this afternoon inaugurated a newly procured 35-seater air-conditioned luxury bus for ferrying passengers at Guwahati Lokapriya Gopinath Bordoloi Airport.

The Civil Supply department has procured the bus (31+1 AC) at the cost of about Rs 17 lakhs for ferrying passengers to and from the airport departure lounge and the chopper travelling between Itanagar-Guwahati. The distance between the lounge and the chopper landing spot is about 3 kms. Earlier, passengers were ferried in a mini-bus, which had to make more than one trip to accommodate all the passengers as well as luggage.  

Flagging off the bus today, Tuki along with colleagues Chowna Mein and C C Singpho, Lok Sabha MP Takam Sanjoy and others became the first passengers of the luxury bus when they landed at Guwahati and travelled in it to the waiting room in the main airport building.

Interacting with the airport staff of the state, Tuki requested utmost care and maintenance of the newly procured bus. He said it was an asset of the state that would cater to people from around the country and the world visiting Arunachal.  “First impression is the last impression. Therefore, genuine care should be taken of the bus to impress first time travellers to the state,” the Chief Minister pointed.

 

Arunachal runners up at NE Wushu C’ship

ITANAGAR, Nov 17:  The state Wushu team bagged runner’s up Trophy in 6th North East Wushu Championship which was held from Nov 10 to 15 at Khuman Lampak Indoor Stadium Imphal in Manipur. In a release All Arunachal Pradesh Wushu Association (AAPWA) informed that state Wushu Team got the second highest medals after host Manipur with 8 Gold, 5 Silver and 9 Bronze. S Prasanta, The Sajan Singh won gold in men senior category, while Tama Makcha and Santa Mayangalam won silver medal. In Junior Boys M Sunil, Romesh Roy bagged gold, while Chiranjit Roy won Silver. In Junior Girls category Tai Yamak won Silver and Sunita Devi won Silver. In Sub Junior Boys Techi Rakhi won Silver and Kh, Puremba, Krishna Chandra, Bishawamitra, Jagdish Sharma, Rantankumar Singh, and Rato Doye won Bronze medal.  S Priyanka, L Reshmi Devi. Baby Rojina, N. Chaoba and Romesh Roy won gold, N, Sharmila and Thoithoilembi Chanu won silver and bronze medal respectively in Sub Junior girls category. The Arunachal Wushu Team was led by M Prem Kumar Singh, Y.Biren and Y. Bimol as chief coach, assistant coach and manager.

 

Nagaland minister attends Foundation day in Tirap

ITANAGAR, Nov 17: Nagaland minister for health& family welfare, Kuzholuzo Nienu laid the foundation stone for Tutsa Model School building at New Lainwang on 15th Nov’11 amidst a huge gathering. While greeting the people on the occasion, the minister told the gathering that the Chakhesang Baptist Church Minister’s Hill Kohima under the active patronage of Chakhesang Mission Society and Chakhesang Baptist Church Council had invested so much for the establishment of the Tutsa Model School because the Chakhesangs of Nagaland love the Tutsas. He said that one of the reasons for backwardness of the Tutsas of Arunachal and Chakhesangs of Nagaland was the late arrival of Christianity in the areas dominated by these two tribes and hoped that after embracing Christianity there would be unprecedented development on all fronts for the Tutsas and the Chakhesangs. The minister appealed the Arunachal government to extend all its help and support to the Tutsas in improving education and health sectors on priority. Nienu also conveyed the love and best wishes of the Nagaland chief minister, Neiphiu Riu to the Tutsas and donated Rs 1 lakh from his side and another Rs 1 lakh from Nagaland CM’s side to the school management. Chotisuh Sazo, parliamentary secretary said that the main objective of CMS, CBC[MH]K and CBCC was to spread quality education and spirituality to the backward areas adding that the CMS was working in different parts of India and abroad and sought co-operation from all while thanking the local MLA, Kamthok Lowang for his help. Deo Nukhu, MLA in his speech lauded the unflinching support of the local people and exhorted the Tirap DC, DDSE and HoDs to extend their co-operation towards the growth of the school at remote Lainwang. Ex-MLA and Advisor to Nagaland CM, Z.Lohe said that CMS’s coming to Tirap district was to help the Tutsas march forward in all spheres and with a good intention. Speaking about NPF, Lohe said that it was a regional political party like any other regional parties in the country adding that if NPF establishes its base in Arunachal, it would not be to disintegrate the social fabric but as a political party to work for the uplift of the society.

Earlier while extending his warm welcome to the minister and other dignitaries from Nagaland, local MLA, Kamthok Lowang thanked the minister for his august visit and appreciated the sincere effort of Chakhesang Mission Society for establishing the Tutsa Model School to cater to the needs of the educationally backward Tutsas. He assured to extend all possible help from his side and donated Rs 5 lakhs from MLAD.

W. Pongtey, former MLA from Changlang, Tirap DC, W. Lowang, DDSE and others also spoke on the occasion. Folkdances by dancers from Tirap and Changlang districts and prayers marked the foundation day. It is worth-mentioning that the Tutsa Model School established in 2005 with only 29 students, has an enrollment of 168 students in class-A to class-VI.

The Nagaland  health minister flew in by a chopper from Dimapur and landed at New Lainwang heliport constructed by the villagers on self-help basis. He was given a rousing traditional welcome.   

 

CALSOM felicitates Tine and other achievers

TEZU, Nov 17: Cultural and Literary Society of Mishmi (CALSOM) felicitated Tine Mena, Ehalu Tega, Yesenso Yun and Andyolum Kri here on Tuesday in Jubilee ground for brining laurels to the state in the field of sports, during the concluding day of the four days conference.

Chief Guest HM Dubey, EAC Tezu, presented an award recognizing Mena as the first ever valiant woman mountaineer of northeast India to scale Mt Everest. The award included a certificate and cash money of Rs 70,000. She was also gifted Rs 20,000 from CALSOM Chairperson Bajai Pul wishing her a successful career.

Tega, a student of Sangey Lhaden Sports Academy, Itanagar received the award and cash prize from the chief guest for her achievement in judo. She has won medals at state and national level.

Guest of honour Tone Mickrow, secretary of Idu Mishmi Cultural and Literary Society (IMCLS), gave away the award to Yun and Kri for their excellent performance in Karate and football respectively.

The four sportsperson were recognized for bringing unprecedented laurels to the state and the Mishmi community in particular.

Mickrow in his speech encouraged the young Mishmis to take up sports as healthy pastime and discouraged the use of opium in the community.

Describing Mishmi as one of the most peace loving community in the state, the chief guest Dubey said, “Mishmis has all the qualities for their community to grow. They know to love, respect and are peaceful.”

Earlier, CALSOM chairperson briefed the audience on the past four day activities of CALSOM during the conference.

The Mishmi apex body conducted a social service at Sunpura (20 mile). They constructed a house for an old widowed lady. During the conference, various literary and sports activities were also conducted.

CALSOM Secretary Bakhrim Chikro, Anjaw Zilla Chairperson Buglelum Tega, CALSOM Vice Chairperson Hakresha Kri and officials of Athena company were also present on the occasion.

 

Panchayat Yuva Krida & Khel Abhiyan

PASIGHAT, Nov 17: The two day district level games and sports competitions was organized by District Panchayat Yuva Krida Khel Abhiyan committee (PYKKA) at IGJ ground, Pasighat concluded today.

Addressing the gathering as chief guest ZPM, Okom Yosung called upon the youths to participate in such competition so that they could participate in state, national and international level competitions.

He extended his gratitude to the organizing committee for timely and successfully completion of the event.

Guest of Honour Tamat Gamoh briefed about the importance of sports activities. He said that due to lack of sports infrastructure and community coaching facilities, promotion and development of sports activities in the district is very tough.

Earlier, Coordinator Obang Mingki also advised the participants to adopt sports as their career. He further briefed about the need of adequate funds, sports equipments and infrastructure facilities in the district to attract the youths. DIPRO

At Hapoli, the District-Level Games and Sports committee Lower Subansiri in collaboration with District Sports Department organized Lower Subansiri District-Level Games and Sports Competition under Panchayat Yuva Krida Aur Khel Abhiyan at Hapoli on November 15.

The competition was inaugurated by Deputy Commissioner Nila Mohanan.

Addressing the inaugural function, Deputy Commissioner highlighted the importance of games and sports and urged the panchayat leaders to give importance to sports in the district.

The competition was participated by winners of 13 block of the district in which Yazali Block emerged as the district level winner. The winner team will participate in the state level competition.

The Block Level Annual Sports Competition under Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) in all the 14 block panchayats under East Kameng District is under way.

In the three day-long programme, the rural youths --both boys and girls-- would compete in Football, Volleyball and Athletics at village level. After completion of  it the organizing committee of the respective Block Panchayat would recommend their teams in five discipline for further participation in District Level Annual Sports Competition which is expected to be conducted at Seppa by the end of November 2011.

Competitions in Papu Valley (East & West), Bana, Bameng (East & West), Chayang Tajo, Pipu & Gyawe Purang block Panchayat have reportedly been completed.

The competition at Seppa (East) block Panchayat was declared open by Boru Sangyu, ZPM of Seppa (East) at Sebibow located about 4 km from  Seppa yesterday.

Earlier, prior to start of Block level competitions, Tope Bam, DC-cum-Chairperson, District Level Executive Committee, PYKKA had a meeting with all the Anchal Chairpersons, administrative officers and members of executive committee here in Kameng Hall for successful implementation of the scheme.

Karbia Dodum, DSO-cum-Member Secretary, DLEC, PYKKA elaborated the vision and mission of PYKKA scheme in details.

Meanwhile, the DSO-cum-Member Secretary visited Sawa circle headquarter along with Dahey Sangno,CO on November 15 in order to monitor the ongoing construction/development of play fields under PYKKA in Sawa block Panchayat.

They also formally inaugurated the competition at general ground,Sawa. Member Secretary,PYKKA is also visiting all the competition venues in order to monitor the quality of competitions.

The competitions are being organized by Block Level Executive Committee, PYKKA in collaboration with the Ministry of Youth Affairs & Sports, Govt. of India, Sports Authority of India & the Deptt. of Sports & Youth Affairs, Govt. of Arunachal Pradesh.

 

ASBA felicitates Badminton players

ITANAGAR, Nov 17: Arunachal State Badminton Association (ASBA) felicitated medal winning Arunachal Boys and Girls Team on Wednesday at RajBhavan Indoor Badminton Court. The players felicitated were Laa Talar, Jokom Ribya, Akshay Raito, Kalung Taki, Gita Karki, Pinky Karki, Taring Yania and Laa Yajum.

The Boys badminton team won gold medal at the recently concluded North-East Zonal State Badminton Championship held at Tripura on 23 September last, while girls team won silver medal in Dhafi Querishi Cup.  MLA Lokam Tassar gave away the certificates to players in presence of former MLA Takam Sorang and ASBA Secretary Gaken Ete.

 

Arunachali boy wins bronze in inter-varsity archery C’ship

ITANAGAR, Nov 17: Tadang Anga of  Arunachal Pradesh and his team won bronze medal in All India Inter-University Archery Championship-2011-2012 hosted by Punjab University at Patiala from Nov 9-11.

Tadang Anga, who is pursuing BA at Guru Nanak Dev University, Amritsar represented his university in the championship. One hundred and fifty archers took part in the Indian round, recurve and compound events. Forty teams from over 50 Universities from all over India participated in the championship.

The medal was given away by PWD Minister of Govt. of Punjab Parminder Singh Dhindsa.

Anga is son of Tadang Takia  of Tali, Kurung Kumey.

 

Demonstration on Bamboo frame feeding technique in fish culture

ITANAGAR, Nov 17: Feed accounts for 60-70% of total operational cost in fish culture. To reduce this cost, development of suitable feeding strategies has become inevitable. To ensure the availability of feed at farmers doorstep KVK, Lower Dibang Valley has distributed improved Fodder rootslips/cuttings to fish farmers and for the judicious utilisation of these fodder grass, a cost effective feeding strategy- Bamboo Frame Feeding, has been developed using locally available materials (Bamboo Frame and Natural Creepers) for feeding Grass Carp fishes with  improved  grasses( Hybrid Napier) and  Duck weed (Azolla). The purpose of using frame is to hold the feed materials in the particular place not allowing it to drift, ensuring effective utilisation of the feed and to observe health of fish stock simultaneously.

The present demonstration was conducted in Backyard farm of Jabong linggi, at Kebali village on Nov16. This method of feeding involves use of split bamboo tied to make square frames where grasses can be hold instead of broadcasting them where the grasses gets drifted over the pond surface making fishes to waste more energy to access the feed.

A square shaped bamboo frame was fixed at accessible spot in the fish pond with the help of four bamboo poles fixed at four corners to avoid drifting of frame.  Hybrid Napier grasses and wild banana leaves were chopped and placed within the frames. The farmer was instructed to inspect the frames and to observe the feeding activities of the stock. Fishes have shown good response to innovative methods of feeding practices. The bag feeding and bamboo frame feeding of grasses are low cost techniques to enable the fish farmers to develop economic strategy for feeding the stocks there by keeping in account the amount of grasses fed by the stocks. After realising this success, KVK has planned for replication of this technology on large scale involving many farmer of the district.

The method demonstration programme  was  organised  under the guidance  of  technical experts  Jimmy Mize (SMS, Fisheries), Dr. T.J. Ramesha, (Programme Coordinator)  along with  other technical staff, Nanang Tamut (SMS, Home Sc.) and V.K. Pandey (SMS, Horti.) of KVK.

BOMDILA, Nov 17: The district gears up to wear a festive look for the proposed maiden visit of Chief Minister Nabum Tuki in about a week’s time which coincidentally is also the beginning of the annual Drub-Chod-Chenmo festival; also popularly known as the Torgya celebrated by the Monpas. This would be his first visit to the district after assuming the office of the Chief Minister of the state.

The District Administration has put into service, all the available government machinery for the purpose. Addressing the co-ordination meeting of the HODs, the Public & PRI leaders and that of the NGOs, DC Rinchin Tashi, besides deliberating on the various arrangements & preparations to be made in connection with the proposed visit, impressed on the need to facilitate satisfactory visit of the Chief Minister to the district.

In the 2-day visit, Chief Minister Nabum Tuki would be inaugurating the Multipurpose Cultural Complex at Singchung ADC post and the School Auditorium of Government Higher Secondary School Rupa. He would also be attending and addressing the public meeting scheduled at Rupa on the same day.

The second day would see Chief Minister Nabum Tuki inaugurating the Water Treatment Plant at district headquarters Bomdila and later attending the Drub-Chod-Chenmo or the Torgya at Gontse Gaden Rabgyeling Monastery, Upper Gonpa Bomdila.

The district has, to its credit appreciation & acknowledgement from none other than the Governor himself for maintaining the Bomdila Township clean and green. But keeping in view the proposed visit of the Chief Minister, a mass social service cum sanitation drive has been called for, to further the beautification of the township and its peripheral areas. Popularization of duck cum fish culture

ITANAGAR, Nov 17: The technology Integrated fish farming (Duck cum fish) have been popularized in Lohit district due to maximum return of money not only by fish production but also through egg and duck meat. Progressive upliftment in socio-economic condition through fish cum duck production has been introduced and popularized by Krishi Vigyan Kendra (KVK), Lohit, Arunachal Pradesh. Ducks has been considered as an alternative poultry bird for both egg and meat especially where resources for duck farming is available. However comparative performance of Khaki Campbell with fish has not been assessed earlier.

So for the last two years Dr. Debasis Sasmal, SMS (fishery Sc.) is trying for adoption of this technology to the fish farmers by giving training, demonstration, duck vaccine and field days. Twenty five farmers and self help groups of thirteen different villages have been selected for this programme. Presently it has become such a successful technology that other fish farmers are adopting it by their own interest.

Near about 300 ducks required for one hector fish pond. According to that if one duck house made of bamboo is constructed side by fish pond, in this practice, excreta of ducks are used as food for fish and also for plankton production. Ducks consume unwanted materials insects, slurry, decomposed materials, snails etc. from fish pond and keep the pond clean. It helps in controlling disease outbreak.

The components required for duck cum fish culture are not costly and easily available so it can be mobilized very successfully with limited input cost.

 

Electoral Revision Works in East Siang

RUKSIN, Nov 17: Following directives from the Election Commission, Electoral revision work for the year 2012, which started during late October this year is on full swing in East Siang district and will continue for the next two months. The special summary revision of electoral rolls is going on in all five Assembly segments in the district with reference to January 1, 2012, as the qualifying date, informed the Ruksin SDO(C) Yemlin Tayeng.

Talking to this correspondent, the SDO today informed that Ruksin election department has appointed 23 booth level officers (BLO), one officer in a polling booth, to execute the electoral revision including receipt of claims and objection. Booth level hearing on claims and objection was completed on November 15 last, he said.

Tayeng further informed that disposal of claims and objections besides updating of database, merging photographs and other preparations would be completed within the month of December. The final electoral rolls would be published in the first week of January next year.

Informing on some new entries in the guidelines framed by the Election Commission this time, the SDO said that the Commission has instructed the administration to ensure participation of the educated youths in the electoral process in order to strengthen the democratic base of the nation. In case of new entries, the Commission clearly directed that information mentioning proper reasons should be made to the applicant if somehow his or her application is rejected, he added.

Presently, there are 12,185 voters in 37- West Pasighat (ST) LAC, out of which 5,855 are male and 6,330 female. Outnumbering by female voters in the assembly segments marks a special demographic pattern.

 

Sanitation Walk organized at Katan

ITANAGAR, Nov 17:  A  Sanitation Walk was organised by PHE & WS Sub- Division Katan on Nov10at Katan as a part of  Swachhata Utsav, 2011 which completed successfully.

The programme began with a Sanitation walk in which people from all walks of life including school children took part.

Speaking on the occasion Er. Kirba Sora, Executive Engineer, PHE & WS Division Yingkiong, highlighted aims and objectives of“ Sustainable Sanitation and Drinking Water Quality Monitoring - Role of PRIs”. He focussed upon the Role of PRIs and requested them to take active participation in management of drinking water and sanitation by adopting proper and hygienic approach. He stressed upon abolition of age old practice of traditional Pigsty being commonly used in rural Arunachal Pradesh.

Resource person Dr. A.Miyu, MO Katan, Er. K.Taki, AE,Yingkiong and Er.N.Jamoh, AE, Tuting also addressed the PRIs Members and briefed on various aspects of sanitation and said first step of sanitation is to change the mind set of people, for which youth and women shall be more proactive.

PRIs members from Sibum-I,II,III participated in  interaction session and Sri Okeng Tatung, former  MLA Geku Mariyang emphasised on replacement of Pigsty toilet to regular proper toilet.

Earlier Er. R. Taying, Assistant Engineer, Katan appealed to the gathering to make the Swachhta Utsav a successful one by involving people of all walks of life. Upper Siang Women Welfare Society organized a four-day campaign on “total sanitation and save drinking water” at Jengging, Karko, Ramsing, Gosang, Moying recently. Dr. Appir Apang was the resource person of the campaign.

Besides members of the society, the programme was attended by PRI members, GBs, Anganwadi , Asha workers and students.

 

Children’s day celebration

ITANAGAR, Nov 17:  Ramakrishna Mission Hospital, Itanagar, observed children’s day at V.K.V school Chimpu, Itanagar. The program was organized by the Ramakrishna Mission Hospital, Itanagar, in collaboration with ORBIS International, New Delhi.       Dr. Lobsang Tsetim and Dr. Talum Sorum, Ophthalmologist, Ramakrishna Mission Hospital, Itanagar, was the Resource persons for the program. Dr. Lobsang Tsetim and Dr. Talum Sorum conducted the day-long program. The program included slide presentations, covering topics such as “Anatomy of the eye, Common eye disorders in children, Eye safety for children etc”. An Extempore speech competition was conducted amongst the students and prizes were distributed for the first three positions.

The Arunachal Shiksha Vikash Samiti, Arunachal Pradesh joined nationwide celebrations of the children’s day on November 14 in its 36 schools through out the state with various children centric activities.

At Naharlagun the Samiti celebrated Children’s day at Abotani Vidya Niketan Secondary School, Pachin, Naharlagun.

At Abotani Vidya Niketan Secondary school here children of the school staged Patriotic songs and Dance completions during the day and conducted extempore speech on the life of Late Nehru.

Er. Tadar Mangku, Executive Engineer, PHED, Itanagar attended as the Chief Guest on the occasion has called upon the students to emulate the spirit of the path shown by Nehru by maintaining discipline, punctuality, politeness and sound moral character.

He assured his cooperation and support at his level to the Samiti and appealed all to come forward in the nation building task with the qualitative education reach out to rural children.

Tadar Kama, State Vice President, Arunachal Shiksha Vikas Samiti and Nabam Ruja, State General Secretary of Shiksha Vikash Samiti also addressed the function and highlighted the untiring efforts by the Samiti with limited resources.

Children Trophy cum Children Day was organized and celebrated at Government Middle School Gai recently.

The programme was attended by RWD, AE Techi Totu and ASM Techi Kaha as chief guest and guest of honour.

The chief guest gave away the trophy to Government Middle School Gai, the winner of the competition.

 

State Level School painting Competition

NAHARLAGUN, Nov 17: Celebrating the occasion of Children Day,  the Ministry of Water Resources, organized a State Level Painting Competition with the theme “conserve water for the future” at Hotel Tosum, Naharlagun.

Earlier, 50 students was selected by the a committee of jury members from the several thousands best paintings selected which was send by various schools of Arunachal Pradesh based on school level painting competition for 4th, 5th, and 6th standards students.

31 students participated from which the jury committee selected the 1st, 2nd, and 3rd prize winners and also 10 consolation prizes. Further the 1st 3 student winners will compete for the National Level at New Delhi next month.

The winners of the State level painting Competition were  Marge Kato from Donyi Polo Hearing Impaired School  who stood 1st  and won a cash prize of Rs.10,000/-, Lakshmi Saikia from KV school who stood 2nd with the cash prize of Rs. 8000/- and Lok Affa from Donyi Polo Hearing Impaired who stood 3rd with the case prize of Rs. 5000/-

The programme was attended by TT Gamdik as the Chief Guest who spoke on the importance of conserving water for the future. The Joint Director, Dept of Higher & Technical Education, Chief Engineer, Water Resource Department and Superintending Engineer, Water Resources Department also spoke on the occasion. (DIPR)

 

Complaints against mismanagement of SSA funds

ITANAGAR, Nov 17: The Deputy Director of School Education (DDSE), Upper Subansiri district has lodged a complaint against a Junior Teacher (JT), who is also the cashier SSA, Daporijo, with Upper Subansiri Deputy Commissioner for his alleged misappropriation and mismanagement of SSA fund amounting to more than Rs. 2.12 crore.

Complaints were also lodged against him and one JT cum District Coordinator, SSA in July, 2011 on same ground of alleged misappropriation and mismanagement of teachers’ salary but no action has been taken against the SSA officials, the DDSE said in its letter to DC and urged him to initiate appropriate action against the erring officials.

Meanwhile, the All Upper Subansiri District Students’ Union (AUSDSU) has vehemently condemned the act of those officials and demanded an high level inquiry into the case and punish them if found guilty.

 

Tuki to attend sports and games meet

ITANAGAR, Nov 17: Chief Minister Nabam Tuki, Dr. Ligu Tacho and Dr. Tai Nyori would attend as chief guest, guest of honour and special guest in the inaugural function of Sports and Games Meet-2011 being organized by Arunachal Vikash Parishad on November 19 at Rono ground, Doimukh.

Chief Information Commissioner Y.D. Thongchi and NIFCS President Taba Hare would be the chief guest and guest of honour in the Cultural Show on November 19.

While, MLA Nabam Rebia and Kalyan Ashram Vice, President Jaleswar Brahma will be the chief guest and Guest of Honour in the valedictory function and MLA Tani Lofa, AAPSU President and general secretary Takam Tatung and Tujum Poyom would be the chief guest, guest of honour and special guest in the variety Show on November 20.

 

Aidya  shradha of Dr Bhupen Hazarika

ITANAGAR, Nov 17: The aidya shradha of music maestro late Dr. Bhupen Hazarika was observed at Khonsa on Nov 15 with various programmes.

Former minister T.Aboh, and T.Tongluk spoke glowingly and said that he was instrumental in effectively show-cashing the rich culture and music of the whole Northeast to the world. Aboh and Tongluk fondly recalled the visit of late Hazarika to Khonsa in 1964 along with his younger brother Jayanta Hazarika and 1967 during which he performed at a thatched club. He also directed the music of the popular Assamese film, Rashmi Rekha which was exclusively shot in locations in and around Khonsa.

Singing of kirtan, bhajan and paying of floral tributes at the portrait of late Bhupen Hazarika marked the occasion. The programme attended by officers, public leaders and people from all walks of life was organized by the Assamese community led by Dipali Gogoi and Atul Saikia. (DIPRO)

 

Know your army at Anini

ANINI, Nov 17:  Beautiful Anini, the headquarters of the Dibang Valley District wore majestic look with high flying ensign of the 26 Madras Regiment of Indian Army who organized the know your army-2011. Whole of township was beautifully cleaned and decorated by the Army for the day.

Exhibition stalls showcasing sophisticated Arms and Ammunitions were the main attraction of the day.  

Cultural show was presented by the Jazz band of 26 Madras Regiment. Adding colour to the festival and drawing more enthusiasm    of crowd was participation of local Cultural troupes presenting myriad cultural events showcasing rich tradition of the Idu-Mishmi tribe of the district. The combination of Army Jazz band and Local singers performing together was awesome display of army –civil Cooperation and coordination.

Students were given counselling on Recruitment Process in Indian Army for male and female aspirants while Health counselling, Free medical check up and medicines distribution were the part of the programme.

Food stalls offered numerous varieties of cuisines giving insight to another face of diversity in India. DIPRO

 

Fire: Precaution and Prevention

ITANAGAR, Nov 17: A District Level Painting Competition was organized by the District Police and Fire Service at Circuit House Khonsa on Nov 14t to commemorate the birth anniversary of Pt. Jawaharlal Nehru on the theme, “Fire: Precaution and Prevention”. Students from 6(six) different Schools from Class-VII to X participated in the painting competition. All the students were given participation certificates. The paintings were adjudged on the basis of relevance to the topic, originality of idea and aesthetics and appeal. All the students had participated with great enthusiasm and it was a tough call for the judges to select the best 3(three) entries. The first, second and third prizes went to Niamcha Lowang of R.K. Sarada Mission School Khonsa, Moni Geyi of R.K.Sarada Mission School Khonsa and Pankaja Singh of 19 Assam Rifles School Khonsa in this order. They will represent Tirap District in the State Level Competition to be organized at Itanagar later. (DIPRO)

 

Sports meet held at Khonsa

ITANAGAR, Nov 17: After the successful conduct of block level sports meet-cum-selection in all 16 anchal Blocks of Tirap district, the district level sports meet-cum-selection, Zone-I was held at Khonsa from Nov13th to 15th under the aegis of department of sports and youth affairs of Tirap for sportsperson of below 18 years, both boys and girls under the panchayat yuva krida aur khel abhiyan scheme. The selected players from the 7 anchal blocks participated in the competition. The sports competition was inaugurated by ADC, SK Deori in presence of Khonsa ZPM Awang Gosak, DSO(Sports) R.Mihu and others. In his welcome address, R.Mihu highlighted the main objective of conducting the sports events adding that it was basically aimed at spotting sporting talents from among the rural youth to enable them compete in bigger events outside the village.

The valedictory function of the district level sport meet, ZoneI was graced by Tirap DC, W. Lowang as the chief guest who gave away the cash awards and the certificates to the winners amidst a huge gathering of sports enthusiasts at Nehru Stadium, Khonsa.

The sports meet, zone II will be held at Longding from 18th to 20th November in which the selected players from 9 anchal blocks will participate

ITANAGAR, Nov 17: All the staff especially vaccination team MCUP 2011 of Deed- Neelam PHC Lower Subansiri, managed by FGA (PPP) is conducting excellent catch-up campaign covering more than 95% of target Children in every session sites on the second day of the campaign under the supervision of Dr. N. Nako MO in charge and Dr. H. Dolley. FGA ASHA/ AWW and School teachers are also actively participating with the vaccination team    

 

Awareness program

TEZU, Nov 17: Directorate of Field Publicity, Tezu Unit yesterday organized a Special Awareness  Programme on Rural Drinking Water Scheme (RDWS) at Govt. Middle School, Danglat of Lohit, which is about 15 kms from district H.Q. Tezu.

K. C. Das, AE. PHED, Tezu briefed  the gathering about RDWS and Cleanliness.

All together 200 students and teaching community of the school were present during the awareness programme. A Quiz Competition among the students on Drinking Water and Hygiene was also organized and prize distributed among the winners.

Earlier, on Nov 7, the same programme was also organized by DFP, Tezu Unit at Mekeliang village. ASM Ranimai Ngadong , Gaon Burah and villagers appreciated the DFP, Tezu Unit for the awareness programme and requested the PHED, Tezu to construct a separate water tank for Mekeliang village.

 

6th general conference-cum-election OF ACDSU

Changlang,  Nov 17: The 6th general conference-cum-election ended up at DIET Changlang on Nov 13.

Anthony Jugli and Mengpa Haisa was elected as President and General Secretary respectively.

Schools of Changlang District and students studying in various colleges of  North Eastern States took part in election.

The Principal Dr. R. Karlo,  Rangfrah Govt. College stressed on the constructive role of student organization in the society.

‘Appoint sportsman as minister’

ITANAGAR, Nov 17: The All Arunachal Sports Youth Association (AASYA) today appealed the state Chief Minister Nabum Tuki to choose persons from sport background for department of Sports and Youth Affairs while allocating ministerial portfolios. It said that appointing former sports persons and person who have in depth knowledge about sports would take the department on right track.   Further AASYA lamented over the facilities given by the state.

Society resolves issue with DDK

ITANAGAR, Nov 17: The Indigenous Faith and Cultural Society of Arunachal Pradesh and Doordarshan Kendra Itanagar claimed to have solved their problems amicably related to press statement published on November 10 and 16 issues in a section of local dailies.

The DDK director has further said that he had no  intention to hurt the sentiment of indigenous people.

DP Mission hails achievement

ITANAGAR, Nov 17: The Management of DonyiPolo Mission has hailed the achievements of  Markar Kato of class -VI and Lok Effa of class-V for securing the first and the third spot at the  recently held State level Painting Competition on “ conservation of the water for the future”conducted by the Ministry of Water Resources, Govt. of India, on Nov 14 at Naharlaun.  They will represent the state in National Level painting competition to be held on January 20.

The Management further hailed Vikas Mirroh of class –V of the same school who received Consolation prize at State Level Painting Competition on energy conservation conducted by NHPC on Nov 14.

 

DASU to go for 48 hrs shutter down of govt. offices

ITANAGAR, Nov 17: Dibang Adi Students' Union (DASU) expressed their displeasure at the government and concerned authority for not fulfilling their demands for immediate arrest of those involved in the assault of the DDSE, Lower Dibang Valley.

As the deadline given to the concerned authority by the union expired yesterday; the union in a meeting has decided to initiate its 48 hrs shut down of government offices at Roing on November 18 and 19.

It further appealed to the state government to post more police personnel in Lower Dibang Valley District to check and control frequent law and order problem.

Committee to look into Paktu demands

ITANAGAR: A Committee has been constituted by  Chief Minister Nabam Tuki under the Chairmanship of Minister Tanga Byaling  with members Bosiram Siram, Gadam Ete and Nabam Rebia to look into the various issues raised by Paktu Area People’s Forum and Paktu Ao Youth Welfare Association.

Accordingly the Committee conducted a meeting at Itanagar on 17/11/2011 and appealed both the organizations not to create any further controversy in future. The Committee resolved to solve the various issues raised by both the organizations. Subsequently, the Paktu Area People’s Forum and Paktu Ao Youth Organization have agreed to the appeal made by the Committee.

 

Union demands action

ITANAGAR: All Libo Bokar Ramo Students’ Union (ALBRSU) today reiterated its earlier demand for stern action against vice Principal of Aalo Higher Secondary school for his alleged involvement in fiasco which led to suicide of Tamar Yorpen on October 24. Further union demand the compensation for bereaved parents and urged state government to unearth the truth behind the incident and give justice to victim family.

 

ALSU, ANYA questions Power dept

ITANAGAR:  Terming gross negligence of department that led to death of promising journalist Nyajum Kakki, Arunachal Law Students’ Union (ALSU) today appealed the state government to compensate the bereaved family. Nyajum was allegedly electrocuted by a live 11KV electric wire at Rakup Colony Naharlagun on 14 November last.  Union also questioned the department concerned for not erecting fencing or placing danger sign on the spot. All Nyishi Youth Association (ANYA) has demanded an inquiry into the death of Kakki.

A team of ANYA which visited the site of the accident, said that Kakki might have lost his life due to careless-ness of power department.

The association also demanded adequate compensation to the victim’s family.

ITANAGAR: Kargu Kardi Students’ Union taking serious note on the deteriorating Iron bridges in between Aalo to Daporijo road appealed to the Border Road Organization to replace all the Iron bridges with RCC Bridge to avert accident.

Set questions from syllabus only

Dear Editor,

I would like  to draw the attention of Arunachal Pradesh Public Service Commission (APPSC) regarding the mistake of putting questions from portion which were not there in the syllabus of APPSCCE Mains.

In the last year`s Mains examination, especially in Geography-paper 1, questions were set from chapters which were not  there in the syllabus. In Geography paper 1, question no. 1 (a), question no. 2 (a) and 2 (i) and question no. (10) were from chapter of geographical thought which is not in the Mains syllabus. The aforesaid questions carried 54 marks in total.

So, it is my request to the Arunachal Pradesh Public Service Commission to instruct the question paper setters to turn the pages of APPSCE Mains syllabus so that the mistake is not repeated. Otherwise, the whole paper would be considered absurd.

Also, I would like to request the candidates to remain alert of this fact.

DC’s court and the presiding officer

Dear Editor,

Let me express my deep anguish and humiliation faced by me because of  Amjad Tak, the Deputy Commissioner of West Siang.

On 11/11/11, I applied for appointment to meet the Deputy Commissioner at 9.30 along with my client Nyamo Kamduk by filing up the visitors Slip in the P.A. room with an objective to file a Misc. Case in Civil Appeal Case between Nyamo Kamduk Vrs Hilem Loyi and others. Accordingly, the visitors Slip was submitted to the DC’s table through the Peon. It is worthy to mention here that in the subject column of the visitors slip, I had clearly mentioned the subject of my meeting or appointment as “for filing of a Misc. Case in Civil Appeal/10. My name, address, designation, subject matter and date were duly filled up in the slip. Till 10.30 am there was no signal of appointment to any public including me. During the pendency of time, the ADC Aalo went to the room of DC’s Chamber and went back and EAC (Development cum JMFC) also went to the chamber and returned back. Thereafter, my visitor slip was returned back to me by one of the Peons of his office with a remark written as ‘EAC (D)’ at back side of the slip. The peon stated that I should meet the EAC (Development).

Now, it is very surprising that I have no business with EAC development since the case is pending in the court of DC and EAC (D) has got no jurisdiction to hear the matter which I had intended to file before the Court of DC.

Later on, I again tried my best efforts through the PA to meet the DC but I could not.

It is also necessary to mention about the back ground of the petition. Since, there is pending case in between Nyamo Kamduk Vrs Hilem Loyi and others regarding Ropi stream for irrigation channel in the court of DC Aalo.  

On 1st Nov, 2011 the DC Aalo passed an order of injunction against Nyamo Kamduk stopping the digging activities in Lori WRC field. As such, the injunction order dated 1/11/11 was issued without hearing us. Therefore, an application under Order XXXIX Rule-4 of CPC was to be filed before the Deputy Commissioner. Hence, my client and I went to meet the presiding officer of the court. In this case, I have already moved an application for transfer of the said Civil Appeal case to FTC Basar or to District and Session Court Yupia.  The case is pending trial before the  High Court. In spite of such petition for transfer, the DC Aalo is willing to take up the matter and pass order in favour of other party and do not want to entertain us in the court to hear our grievances and even do not want to admit any petition from our side.

The office of Deputy Commissioner, West Siang District Aalo or DC’s chamber or Court is public office and the court of DC is not private property of Amjad Tak where he can refuse to meet an officer of the court while allowing the other subordinate presiding officer of the same court. The deputy commissioner cannot make a mockery of the judiciary system. He should have to know the meaning of composition of the court. A single Presiding Officer alone cannot be said to be court unless there are two Counsels representing the parties.

Hence, I appeal to the civil societies to judge the matter and also appeal to the bar association of District and Bar Association of Guwhati High Court Itanagar Permanent Bench to kindly initiate serious action against such presiding Officer.

Where the pigs make merry

Dear Editor,

Through the columns of your daily, I would like to draw the attention of the department concerned, which looks after the collection of garbage and maintenance of sector roads in capital complex, towards the unhygienic condition of the road leading  to the SP office, Capital Complex (Old IGP office), Ganga.

There are three large garbage dumps within a stretch of 200 meter along the road where the pigs are making merry causing the road more dirty  and unhygienic to use.

I, therefore, request to department concerned to collect the garbage and dispose it off atleast once in a month and maintain the road properly.

Money matters too

Dear Editor,

This is in response to the demand for quality education all over the country.

But where does it come from?

Critics may not agree with me; but quality comes from hardwork; for maintaining hardwork one needs energy, for energy one needs food, for food one needs money and money comes in the form of salary. What on earth makes them believe that we the teachers are well off without our salaries? Timely disbursement of salary is crucial for imparting quality education.

We need to root out “Ho jayega, kal de dega” attitude.

Authorised Quackery

Dear Editor,

Quackery is prevalent in almost all parts of India. As per a study conducted by Association of Medical Consultants (AMC) in 2009, there are 2.5 millions quacks in India. Arunachal Pradesh being a tribal state is no exception. To make things worse and to my surprise, the authorities have allowed the faith healers to work in General Hospital Pasighat in the name of Ayush. As far a my knowledge is concerned, Ayush is derived from Ayurvedic Medicine wherein, herbal extracts  are used for treating human ailments by a trained specialist in that branch of medicine. Do these faith healers have the minimum qualification to practice Ayurvedic, Homeopathy or Allopathy? No wonder why many patients are diagnosed in the late stage of a disease which would have had a different course otherwise.

Medical council of India is looking at all aspects of quackery, including those using Ayurvedic or alternative medicine to cure patients without any formal training or qualification. The punishment for practicing Quackery as per Medical Council Act 15(2) b and 15 (3) are 1 year imprisonment and Rs.1000 fine.

Back home, the story is different altogether and we, the medical fraternity are the mute spectators. On one hand, the authorities talk of quality healthcare and on the other, there is a complete dilution of the health system in our state compromising the quality of health service. I do agree that there are certain ailments which are beyond the reach of medical sciences, but the principles on which it is practised are always evidence based.

I would like to appeal to the authorities concerned that if at all medical malpractice cannot be denounced, then at least it should not be encouraged, that too in the premises of an institution like General Hospital.

According to a UN report, active involvement of local people in low-cost projects have helped increase forest cover in the Asia-Pacific region despite climate change, illegal deforestation threats and forest fires.

The report found that low-cost projects offered communities an incentive to protect the habitats in return for job opportunities and income sources.Such schemes also enhanced ecosystems, restored biodiversity and increase carbon storage, the authors added.

Despite the threats from illegal deforestation, forest fires and climate change, the Forest Beneath the Grass report - produced by the Food and Agriculture Organization (FAO) - said the region hadnot only stopped the drastic decline in forest cover of the 1990s, but had actually increased tree cover over the past decade.

The report credited Assisted Natural Regeneration (ANR) projects as one of the key factors in turning the net loss of tree cover into an annual net gain.

ANR is a forest restoration and rehabilitation technique that converts grass dominated areas into productive forests, based on the natural process of plant succession, encouraging the regeneration and growth of indigenous tree species.

As opposed to more resource-intensive programmes, such as agro-forestry schemes or large-scale plantation projects, the authors highlighted how ANR schemes were relatively passive and cheap, allowing local communities to become actively involved.

They added that while the vast grasslands provided grazing sites for cattle and roofing material, there were relatively few other benefits when the potential productivity of the area was taken into account.

The benefits come in a number of guises, such as a diversity in harvestable crops, cost-effective land management, hunting grounds, and improved ecological services.

According to the FAO's Global Forest Resources Assessment, the region recorded an average annual net gain of 1.5m hectares of tree cover over the past decade.

However, deforestation remains a global concern, with 13m hectares - with a large volume being primary, natural forests - being lost each year over the same period.

The same could be replicated in the state too. With depleting forest resources, involvement of local communities with their traditional know how would go a long way in ensuring conservation.
